Primary Accountabilities: This individual will serve as the healthcare recruiter and human resources lead for Community Care. As a healthcare recruiter, this role works directly with Community Care’s Chief Executive Officer (CEO) to create, maintain, and support relationships with member clinics in their recruitment of healthcare personnel. As the Community Care internal human resources lead, this role’s functions include but not limited to job posting, hiring, processing annual performance evaluations, and managing company benefits. The Healthcare Recruiter/Human Resources Lead will support the Executive Team with building and sustaining an inclusive and equitable working environment.
- Manages the recruitment program with Community Care’s client base of member clinics to search and find qualified candidates for vacant job positions.
- Recommends and presents, to Hiring Committees and Executive Teams, new approaches towards developing better recruitment policies.
- Manages and creates customized recruitment plans for clients, including working within clients’ rules, regulations and recruitment strategies of each organization.
- Researches job fairs, job seminars and is involved in cold calling, referral recruiting, etc., to get the right candidate.
- Reviews large number of resumes or curriculum vitae.
- Screens each resume carefully to shortlist the appropriate ones, based on the professional and personal credentials. Assists, as needed, in arranging face‐to‐face interview with higher management.
- Manages interviews on telephones or personal meetings to figure out the matched qualities, before processing it to the hiring manager or key interview panel.
- Meets with clinic managers and hiring committees to identify key skills and competencies of the candidates to make the final selection of the candidate.
- Checks the background of candidates followed by employment reference checking. Carries out preemployment tests like medical test, intelligence quotient, emotional quotient, etc.
- Consults on the human resource management and employment for smooth functioning of a medical facility.
- Keeps up‐to‐date with compensation trends, healthcare job market trends and market value skill metrics, to consult and negotiate on the cost/salary of the candidates, with the higher management.
- Arranges marketing initiatives in advertising job vacancies through job sites, company website, newspaper, job vacancy journals, etc.
- Consults and recommends options for effective employee benefit schemes to enhance the organization's effectiveness.
- Analyzes and reviews the effectiveness of the selected candidates and takes corrective steps if goals are not met.
- Manages human resources activities and assists in recruiting duties, including advertising, interviewing, employment verification, skill base testing of candidates, and facilitating the new employee onboarding process.
- Reviews and ensures Community Care’s compliance with all governmental, labor, and funder laws and regulations related to labor/employee requirements including but not limited to EEO, ADA, FMLA, ERISA, and worker compensation.
- Maintains up to date State and Federal employee requirements and guidelines related to hiring, leave, employee classifications, workmen’s compensations issues, unemployment insurance, health insurance, and all other issue regarding employees.
- Works with Chief Financial Officer on employee benefits administration.
- Maintains an organizational structure, operating practices, policies, and procedures that are responsive and adaptable to evolving business needs.
- Maintains and updates job knowledge by remaining aware of new regulations and best practices; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
- Support an organizational performance improvement process that measures and evaluates progress against strategic goals and performance measures for the organization.
- Implements Human Resource functions to maximize employee strength and diversity through implementation of a comprehensive recruitment, hiring, and retention plan with long‐term goals, strategies, performance benchmarks, and dashboards.
- Establishes strategies to ensure the organization uses a supportive, collaborative, coaching approach to staff development, with timely and appropriate training and professional development.
- Utilizes company technology and participates in weekly collaborative communication.
- Participates in special events.
- Works collaboratively with staff to build and maintain a strong team environment to accomplish the tasks necessary to serve and support the goals of Community Care.
- Attends staff meetings and other meetings, as required.
- Performs all other duties as assigned.
- Bachelor’s degree in human resources, accounting, business administration, or related field.
- Three to five (3‐5) years of work‐related experience is preferred, with 1‐2 years’ experience recruiting health care personnel.
- Unrestricted Driver’s license required.
- SHRM certification preferred.
- Ability to operate as an effective tactical leader, as well as strategic thinker.
- Proven record of accomplishment facilitating progressive organizational change and development.

- Ability to lift or have the ability to utilize reasonably available resources to maneuver, up to fifty (50) pounds.
- Regularly required to speak and hear, sit, stand, bend, stoop, kneel and walk.
- Ability to travel as needed within the State of Kansas and nationally.
- Professional and deadline-oriented environment in an office setting with regulated temperatures and moderate noise level.
